Both Goku and Vegeta possess the power of the Gods when transformed. Their power is only normal when they're not transformed into Super Saiyan God or Super Saiyan Blue.

He used 10% of his power to stop Rageta, used much more power against Super Saiyan God Goku, yet he's still above Super Saiyan Blue Kaio-Ken x20.

He lied about how much power he used if i remember correctly. And the new stuff even shows that to be true. Beerus did not use 10% or even 1% when fighting god goku. Lets say he was at 1% BoG God goku 1 RoF Ssjb goku 2 U6T ssjb goku 3 Black arc/second fight with hit 30 ToP god goku 30 ToP arc just assume he caught up with black arc vegeta 60 ToP vegeta 120 assuming he fights toppo evenly Kkx20 ToP 1,200 Now if beerus was at 1% power vegeta surpassed him now and goku with kkx20 is 12x beerus which we know is not true. So in other words beerus was not even 1%. On to my second point. For all we know the kais have vary little ki and its god ki. Like if you would give raditz god ki he would be supreme kai level or change his ki to normal ki he would be raditz level. Just a theory of mine lol.
